An event in the Historic Rally Car Register Scenic Tour Calendar Series


1   The HRCR will organise The Welland Valley Wander, a Touring Assembly on Sunday 18 August 2013.

2   The event will be held under a certificate of exemption issued by the Motor Sports Association Ltd, these Regulations & any written instructions that the Organisers may issue for the event. The event has no competitive element. A Competition License is not required for the event. Entrants do not need to be members of the organising Club or any other motoring organisation.

3   MSA Event Permit/Certificate of Exemption No: 77846 has been issued.


4   The event is open to four-wheeled road cars first registered before 31st December 1988. Interesting later cars will be accepted at the organiser’s discretion.


5   Entries open on 12th January and close on 7th August 2013.   All entries must be made on the official entry form and be accompanied by the entry fee of £70 for two people travelling in one car. Please add £15 for each additional passenger. Please make your cheque payable to Vauxhall Motorsport. Each entry will be acknowledged (preferred method email).

A portion from every entry fee will be donated to LOROS.   The entry fee includes: one Tulip Roadbook, One rigid Tour Plate, Breakfast roll with tea/coffee at Foxton Locks, together with a finisher’s award.

6   The maximum number of cars on the event is 60. The minimum is 30. Should the above minimum figure not be reached, the organiser’s reserve the right to cancel the event and entry fees will be refunded in full. Cars will be seeded in order of entries received. If you wish to travel with friends let us know on the entry form.


7   The following cancellation fees will apply: Cancelling entry before 7 August 2013 – entry fee will be refunded less £12.50 donation for LOROS & £10 administration fee. Entry cancelled after 7th August 2013 – Sorry no refund.


8   There are areas for picnics at both the lunchtime halt and also at the finish.  However, there is also food available to buy at both locations too.


9   The Start venue will be Foxton Locks.   The Finish with be at Rockingham Castle. The first car will leave at 09:31. The route will cover approximately 100 miles in Leicestershire, Rutland and Northamptonshire.

10   The route will be given in an easy to follow “Tulip” Road Book, which will be issued to entrants at the start of the event. Although not required to complete the route, entrants may like to follow their progress on OS quality maps also supplied in the roadbook.

11   There will be a number of points en route where participants will either receive a stamp as proof of passage or complete a panel on their route check card to confirm that they have driven the entire route.


12   We are delighted to announce that Tony Large will be our official photographer for the day with photos available to purchase after the tour.


13   The timetable for the event will be as follows: 12 January 2013 Entries open. 7 August 2013 Entries close.  12 August 2013 Final Instructions will be emailed or posted, if no email address is available. Sunday 18 August 08.00 – 10.00 Signing on/Scrutineering. Any crew not signed on by 10.00 may not be allowed to start and will forfeit their entry fee. 09:31 First car leaves the start at Foxton Locks.   14.30 approx,  first car due at the finish at Rockingham Castle.  There will be a closing time for the finish location which will be notified in the Final instructions.


14   Cars/Entrants must arrive at the start not later than one hour before their start time The following must be available for inspection:

Driving Licence for the driver(s).

V5C Registration Document

MOT Certificate.

Current road fund licence

All entrants must ensure that they have adequate insurance to enter the event, they will be required to sign a declaration to this effect at documentation.

15   A basic vehicle Scrutineering/Eligibility check will be carried out at the start. Any vehicle, which, in the opinion of the organisers, is deemed inappropriate or unsafe, will not be allowed to start. Cars must not display any advertising or carry any competition numbers on the doors.

16   After documentation, entrants will be given their Tour Pack containing: Tour Plate, Road Book, and Route Check Card. They will also receive vouchers for breakfast roll/coffee (one each per person).

18      A Finisher’s Award will be presented to all crews who successfully complete the full route within the specified time, and show a completed Route Card with all appropriate stamps or signatures.


19   A list of Tourist Board approved accommodation in the area, can be sent out with the acknowledgement of entry if the entrant requires.


20   Any protest is not deemed to be within the spirit of the event, and will not be considered, unless accompanied by an offer of a very LARGE round of drinks for the organisers.

21   Participants will be identified by a tour plate, which will be supplied by the organisers. This must be displayed in prominent forward facing flat position on the front of the vehicle.

22   All marshals are deemed to be judges of fact.
